His dialogues don't make sense after hearing Miko's dialogues at the end of Archon quest in 2.1. He's talking about Baal while referring to God of Eternity and Vision Hunt Decree. I'm pretty sure this is just a slight error on Mihoyo's side since there are so many twists in Inazuma questlines.

For Context to some people, it is not the archons who decide and bestow the visions to people of Teyvat.
Since when asked about visions from Baal, She is surprised that no new Electro visions had been passed and reveals that she's not the one responsible in granting electro visions to people. Currently it's implied that the ones that grants visions to people are Celestials who are unseen gods above the archons.

Good thing I found this, I kinda forgot what Zhongli said before Inazuma, but my rage towards Baal is still present of course, I need answers from her, why did she think that way, and why hunt the visions from people? Does she know that others loose their sense of ambition when their visions was taken away? Even amongst the vision holders within the vision hunt decree, their visions was still taken away even if they're serving the Raiden Shogun, what's the meaning of that? Those have visions serving her and not and locals, yet they still take their visions away. Does the Riaden Shogun know what she's doing to HER people? Does she know that, someone like Ayaka and Yoimiya, wants to help Inazuma but not in a way they'll steal visions too under her pleasure doing so.

What's her reason when she started doing these? Why did she want to steal visions? Does she think that she's protecting her poeple? In a sense yes, but in what cost> Was it worth it for her people? Others doesn't even know why they stayed in Inauzma or even, who they are deep down. Does she think that the Thousand Armed, Eyed God is pleased or will be pleased after stealing their visions? Their ambitions? HER people's ambitions?


These questions kept popping up which made me raged even more, and just wish we get answers from her in the future
