Rich people are just waiting for these neighborhoods real estate prices to fall low enough for them scoop in buy those houses for next to nothing tear them down build expensive housing and change the population demographics of the city. Rich people are the reason these neighborhoods in Baltimore look like this.

There's no such thing as Real Poverty in America. ANY able-bodied American adult, regardless of Race, Color, Creed nor Background who makes Education along with Hard Work a priority in Life will ever have to live belong the Poverty. The ONLY way to stay in Poverty in America is to latch onto the Welfare System as a replacement for employment and advancement. LAZY Welfare recipients in America are FAR better off than the Middle Class in many countries.
