Boot Windows 7 In Safe Mode Without Using The F8 Key

The computer isn't logged in, dummy.

I can't, i get a blue screen but i cant boot it with f8 can i go into safe mode by bios ?

I can't access Windows display and f8 not working for safe mode . Repeatedly restarting after dell logo.... ? Any other way to access safe mode with different keys without f8

My problem is...every time I start my pc..m getting booting with minimal services.. windows unable start in normal status...Number#2 problem is after pressing F8 key I am getting verious boot options..in that even I choose Safe mode option..it end with booting with minimal services on screen...how to get Safe Mode so I can change boot options...kindly help me out please..Thank you for your time.
