Can we user primary colour overlay on a colour other than #121212 for the surface background colour?

I understood the material design guidelines a bit differently. When it comes to branded colors they say you should take the background #121212 and overlay it with the primary color at an opacity of 8%. This then creates the new dark theme primary color. Then you take the new color and overlay it with different opacities of white depending on the elevation.

I think not even the Google-Apss are adhering to the material specs, if you take a look at Google Play, they use colors with 500 saturation and the OS status and navigation bars have a surface color instead of #000000 hmmmm

Retoric question: what to do if the unsaturated colors don't look good as expected? (wondering)

What I'm missing in the official material docu is the true color codes for the different elevation.
