They just wanted thier contractor friends to make a bunch of money so they get thier kick backs or in case of politicians, they get thier election donations on the back end. It's all just part of the corruption. America is literally the most corrupt nation in the world.
In the case of how much money gets moved around therein. All while we wag or phoney righteous fingers at every other country claiming they're the corrupt ones. What a bunch of hypocrites we are.
