Is not working the ip address says not responding

I tried multiple ways to connect to a specific server my friends are playing on. But i couldn't. I tried adding to favorites but when i click on add to favorites it does nothing. The only way i could join if my friend is on and i join on him through steam. Could it be because the server is in Europe and i'm in the USA? I can't figure it out :( i even tried to put the ip in the launch options in game properties. It didn't worked. Don't know what else i could try.

I have done everything you said but steam doesnt even say the game is Ark, it simply says Game not responding. and if i click connect it says server not responding and thats it, i cant play.
