It isn’t great for more developed countries, but it sent Russia from serfs and agrarian economy to nuclear armed spacefaring superpower within 30 years. A country like Liberia or Sierra a leone might benefit from the Soviet Republic model. Imagine if someone sent TOT, installed two reactors totalling 1400 MW, and kicked off the soviet republic!
