This only blocks websites from using the camera without asking. Apps like Google Camera, Duo, Hangouts, Meet, Zoom still have full access. To disable your camera cover the lens.

Google Chrome has changed the menu. The "Advanced" you specified in this video doesn't show "Content Settings" anymore. We now have to look to the left menu and choose "Privacy and security", then "Site Settings". Microphone is on the list ..... The steps : Click the three dots on the upper right corner of Google Chrome --> Click Settings --> Look to the menu on the left --> Privacy and security --> Look to the center rectangle of Privacy and security --> Site Settings --> Microphone.
