I remember in old versions of ESX we had a processor core restriction is it the same in the latest vmware versions?

The VM will restart in case of HA since its a ESXI failure. But in case of DRS, the VM will not restart, it will just live migrate to another host. I think it should be ping-able during the migration and does not need a restart. Please correct me if I'm wrong.

Does that created copy on second server consume equal resource ?
