What’s the difference between under eye filler and vs light eye treatment? Is light eye is also fillers

Hi there! If you do have small eye bags could putting filler near the top part of the cheek( just under eye socket) work by softening the eye area?
I'm not sure tear trough is for me as I do get puffiness there.
