Playing as japan, when you take the mandate of heaven, is it good to become confusion (cmon spell check help me out here) religion and harmonize shinto? Shinto is nice with the 10% morale. But having the confuscious monuments would be awesome. Idk what to do.

I am having some problems playing as Japan.
I can always form Japan, no problem but after that, I can't really catch up effectively to tech and effectively face the chinese.
Most times, I have to dev provinces to get some institutions to spawn but that also leads to saving mana for tech and not using any for ideas, which also means I can't really colonize or have some good military ideas to fight the chinese numbers.
In my current Japan campaign, even though my military is up to tech (after a lot of time) it still suffers fighting against the chinese Shun :/
