Even though I'm connected to my wifi, I don't have any internet access to get to this webpage. I can't even go into the settings because it won't load up

I followed these steps, the repair said it was successful, but everything that requires framework 4.x still says it is missing. :( Stupid fucking windows updates broke everything. :/

I'm trying to install mouse without borders after doing a wipe on my PC. It says I don't even have any net framework later than v3.5 in my regedit but I still cannot install and the repair does nothing. Do I try to uninstall? Any help would be much appreciated!
