Looks like the white skills are space/ship skills, while the greyed out skills are mostly planetside skills, but that's just what it looks like to me.

He should be randomly at the 'Hitching Outpost' in Akila City (the bar across the general store, on the right side of the main street when entering the city from the spaceport). 👍

It's leadership skill on Sarah which makes here free crew.

Trust me, get Jasmine Griffin as a companion. You'll find her on a key in the bar hiding in a corner.
She will make you money.

It costs so many skill points to get to ship command that I don’t know if it’s worth it.
