Mine was Russian i changed it to English fully and like 70% of it is still Russian, the settings app is in Russian and the welcome home too

Wow this perfect I'll try it out today I have been stressing up since morning over this issue

I tried this but not all the options are there. For a start Language and Region are not separate, they are bundled together in the settings in this version of Windows 10 that I am using. Under Language it say whichever language you put at the top of the list will be the system language, however this doesn’t work and there is no way to set English as the main language, I even deleted Spanish from the list (only English in the list) but it still starts up in Spanish. Microsoft just can’t get their Operating System right after all these years, about 30 I reckon. Surely they could make it easier to customise, PC does stand for personal computer after all. Considering computers run on Logic, there’s not a right lot of that in the Microsoft team.
