Is your CPU not in hyperthread mode ? the 3770 usually locks at 3.6 when all 4 cores and 8 threads being utilised ?

can i play it with i7 870 (1gen cpu) gtx 1050ti and 8gb ram 1333 ddr3? i have no hopes..
