Options for Immigrating to Canada Without a Job Offer

1. Federal Skilled Workers Program

In order to be considered for the FSW program, a foreign worker must have ONE of the following:

- At least one year of continuous full-time or equivalent paid work experience in the past 10 years in one of the 24 eligible occupations (see further below)
- Qualified for Arranged Employment with a Labour Market Opinion and a full-time, permanent job offer from a Canadian employer
- Completed a PhD in Canada, or have completed two years of study in Canada towards a PhD, in both cases at a recognized institution

In addition, the applicant must prove an ability to speak either English or French

2. Investor & Business Visas

Individuals with business/managerial experience and relatively high net-worth may apply for a Canadian permanent residence under the Canada Business Immigration Program in one of the following three sub-categories:

- Investors
- Entrepreneurs
- Self Employed Persons

3. Canadian Experience Class

The Canadian Experience Class (CEC) is an immigration program aimed to help temporary foreign workers and foreign students to apply their work experience and education towards their applications for residency. The Canadian Experience Class supports the transition from temporary residence to permanent residence, taking into account the time that the international student or skilled worker spent in Canada while contributing to Canadian society.

4. Provinvial Nominee Program

Applicants for Canadian work visas under the Provincial Nominee Program (PNP) enjoy a speedy visa application process. Intending immigrants under PNP should have the necessary skills, proper education, sufficient work experience, and a passing language examination result for semi or low-skilled trades or professions.

To qualify under the Provincial Nominee Program (PNP), a Canadian province or territory must nominate an applicant. Many Canadian provinces have an arrangement with the national Government of Canada in order to carry out their prerogative of nominating immigrant workers who would like to establish themselves in their respective province.
