Is mechanical a good major for robotics?

Based on my experience (as a robotic engineer and maker), don’t ever use Elegoo and other fakes arduino boards (just use the original Arduino ones, instead the elegoo sensors are ok…), i’ve had a lot of problem with them and also risked to break my pc due to a “kickback” of current at the USB port.

Or at least use an USB isolator between your pc and the elegoo (or fake arduino) boards

But you said that we can even make this Robert without programming language.

I wouldn't go as far as saying that Learning C is a prerequisite to learn C++. They both can be learned independently from one another. Knowledge of C++ doesn't require prior knowledge of C.
