Indian citizens are not 100% educated. Many people who even have completed high school in rural areas don't know that this is a punishable offence. Few months ago we saw a Govt Engineer suspended cause she bent down to take blessings from President when she came near her.
The Govt should include these information in text books for students in their early age. For elderly when these kind of rallies or anything is about to happen,the local police should anounce the code of conduct using speakers to educate citizens.
It's not just that the person misbehaved, its the education system that is making people stupid. In India people go to their local leaders,MLAs,MPs touch them...few might try to do the same.
