I just realize this so called deal between Lau and Wayne , was just Bruce following the money of the mob ....i know its suposed to be obvious but i was a kid when i first watched the movie so i was just focused on Batman lol

Bruce Wayne designs and builds all of his own tech and gear. He doesn't outsource it to Wayne Enterprises or Lucius Fox.

The thing of moving the head could be a reference to Michael Keaton's Batman, which had an uncomfortable suit on the high part, like head, neck and shoulders, which caused him to do his famous "Batman turn". Even Bale had a similar problem, he always had to low his neck and wasn't able to move the head freely (but I think every Batman in 80s and 90s had this problem)

The quote about turning your head comes from the original batman suit, that the actor literally couldn't turn his head, LMAO!
