Fix text messages not sending samsung | messages couldn't send | messages sending failed problem

I can't go to message center because I think is because of the Mexico phone number

This is going to be a problem because I'm receiving an error message saying "Can't send message with AT&T, error 2" and I don't know how to fix it

If i clear cache will it remove all of the messages?
