You can do this with any displace tool btw. Any 3D tool allows it as they all support displace. It’s purely a displace behavior

And remember: grey colour didn't distort the image (is like "overlay" - only bright or dark colours make effects)
And you can use 2 .psd files: original (for details) and blurry texture (for big smooth distortion)
