These capacitor output is not safe, if the input voltage raises to a high voltage, the capacitor might blast. This happened to me twice.

The instructor does not know what he is taking about. Some of the comments below have also noted his incorrect description of the way the input capacitor works. The input capacitor does not have any dealings with the voltage on the output. It only controls the current. And the way to remember the current that the capacitor will delver is this: for each 100n in a full-wave circuit, the capacitor will pass 7mA. The capacitor he has used is 155 which is fifteen lots of 100n so it will pass 15 x 7 = 105mA.
It is now up to the zener diode to create a 5v1 voltage on the output of the power supply. The capacitor has nothing to do with this voltage. Now we have a problem. If nothing is connected to the output, the zener diode will drop 5v1 and the current through it will be 105mA This is 535mW You need a 500mW zener.
Now, the next thing that happens is this. When you connect a motor to the output, the motor "robs" (takes) current from the zener. You can take up to 90mA and the output will be 5.1v You can go as high as 105mA and the output will be 5.1v But as soon as you take more than 105mA the output voltage will drop and as you take more and more current the output voltage will drop more and more and more.
