There's a trend or period of "winning" in each all time great's career and that's what we call their "prime". Age has nothing to do with it. To be the best, you have to fight the "best" during their "best". That's how you maximize the weight of your win. The person who did that in the past 25 years was Manny Pacquiao. That's the very reason why he's the greatest of this era (though I can only rank him third all time after SRR and JL, but he has an argument to go higher). Heard of lineal titles? That is defined as "the man who beat the man". Pacman did that countless of times in several weight divisions. The fact that he was able to move up and dominate naturally bigger opponents considered "best" in their divisions, is simply greatness. Pacman is still human. At some point, he will meet a barrier, a limitation, a form or physic accompanied with a certain amount of skill enough to stop him. That just happened to be Mayweather (which I consider to be a not-enough test to measure his true limitation, their battle should have been at least a trilogy, like what the other greats did with their rivals; the result of their sole battle only proved that Mayweather was a better welterweight at that period), and the infamous superwelterweight title from the Margarito fight, which he declined to defend, recognizing his own physical limitation. Not taking anything away from Mayweather, he's great, but his accolades and the stories on how he got them speak for itself. They're just not enough. All time greatness, Manny Pacquiao is simply ranked above him.
