It does help. Thanks! I played with this some more, and found applying and using the Size filter before applying the blur will get rid of the black boxes. You size the video first, and then expand the box in the blur filter. As long as you keep the blur box smaller than what you expanded to in the size filter, you don't see the black lines or boxes.
