can 2012 SSISDB catalogue supports 2019?

Is this an alternative method of Project conversion model and Does this also converts the configuration file that is configured as XML in filesystem package?. We see in Project conversion, connection strings can be converted to project connections and parametrized. could you please help me to understand the difference of deploying to catalogDB using project conversion model and using the method shown by you in this tutorial?.
