I don't think the 20% non-core manpower need a nerf.
As Iceland you are quite limited in cores, you also start with more negative modifiers than most other countries, despite the fact that Iceland has neither manpower nor industry.
The only reason it is "overpowered", is because you use strategies that are quite close to exploits. The average player, or people in multiplayer wouldn't really have a chance without getting atleast a tiny bit of manpower from their conquest.

A world conquest with any starting nation is possible. Been there done that. All of the nations that start off weak and can't get new cores are the hardest by a mile. Iceland is easy compared to Cuba world conquest.
