Sure it doesnt work, when the package is leaving the amazon storage the weigh is memorized and if you say the package was empty they will simply check how much the item weighs and check what outgoing weigh of the item was when leaving the storage. Maybe for low price items they wont do the math to calculate and refund but for high priced items like iphones they will (I tested it myself).
