i played riga once Lion from the north dlc . it was outstanding , a difficult start , than vassalize the 2 orders ,joined hre , subjugated brandenurg , became elector , became a mercantilistic bishop , took religion and beated the protestants , than switched to a monarchy and became emperor . only game where i took both divine,plutocratic and aristocratic just for the sake of it . Riga is really OP and with infinite potentials . i would watch a campaign made by a proper gamer .

Haven't found anything comparable. But my fav change so far is that with Byz's new Tier 1 gov, new estates privileges, their Tier 5 gov. reform, and an agenda of the Parliament, they can get 90% culture conversion cost discount in the early 1500s

It's really op considering Riga really doesn't need that much Mana. Realistically you LL just core some provinces outside Europe. You don't ever need to push for institutions. So you have a lot of spare mana

I think originally you had to have less than 5 cities to gain the modifiers. Glad to see they fixed that.

Offtopic but I'm playing as Prussia recently and am very pissed off how hard pdx nerfed it. Can't play tall anymore. Can't keep max militarization without spending lots of military mana, every mission branch gets you to blob, blob or blob some more, nothing for playing tall as I used to love with Prussia.

Paradox removed infinite dev concentration from leviathan but gave us Riga as a consolation.
