API is what is needed for doing basic application programming. It is more infrastructure oriented and structure use whereas Web Services, as the name mentions, is more business service oriented. Having said that, A Socialist Architect/Programmer, just to prove it wrong might challenge people by using an API as Web Services Module and vice versa. Sure it can be done but is it wise will be the question.
