You should know 80% design work in Silicon valley were done by Chiense engineers. Chiense has higher education level than America, so I am very much sure they can compete Intel that was also designed by Chiense engineers.

Actually the "window drag" is exactly the same for me with 1070ti but ONLY with CPU-Z's window, so maybe that's a software issue
