Oh, I think it's much worse. Everything in Fallout universe is an alien plot, they dropped first bomb to jumpstart the war, all vaults with experiments were their idea, and of course Enclave cut some deals with little green men thinking they are the smart and cunning ones (they were not). Basically Enclave sold out US and doomed the world.

The Enclave were awesome enemies. Playing Fallout NV & its possible to get the Enclave Remnants to side with the player. Ergo Tesla Power Armour via the companion Arcade Gannon's quests. The Enclave in F3 were the most cohesive enemy compared to the Talon goons. Would have loved to see the Enclave bashing it out with Super Mutants as the battle between BoS & them. The Behemoth was icing on the cake. Loved the cage on it's back. Full of goodies.😂🎉

The enclave is my biggest problem with fallout. It’s just too much for my suspension of disbelief to imagine such an idealized version of the US government
