How to REALLY Download Google Play Apps To External SD Card

My phone is not being detected in command window even after connecting it in USB debugging mode. What should i do?

Hi! I did all the things I should do till the last step. Everything went fine. But Google play is again telling me that I have insufficient space on the device. I saw a few videos using the 'root' technique. Is that thing easier? 
Or am I doing something wrong? Should i reboot my phone?

I downloaded everything, but when I shift+right click, there isn't an option for the command window??

I tired to install my tablet's drivers, but there is none... I run the CMD in administrator, no device... I use the USB debugging mode, no device... i got the USB in MTP mode, no device...

i tried adb devices but it does not show any devices

It worked ,but... i tried to install Modern Combat 5 and the obb was in the internal memory so i moved it to sdcard and when i entered the game it was downloading the obb again,in the internal storagePls help me.I have a sdcard of 64gb
