mysql is outdated ,better use mysqli or PDO these tutorials are waste of time.

its not incrementing if we use " $count_inc = $count++;"

Hey what if my ip is primary key? I don't need that ip_exist because it the primary key will automatically block any duplications from database

@paulceltics ::1 is the IPv4 equivalent of 127.0.0.1. I used to use xampp and it gave me 127.0.0.1 but switched to MAMP and it says ::1.
