I play this game now on rx 6600 8gb vram i5 10400f 16gb ram on ssd on 2k res max setting 144 fps game still sttuter why i have it on steam?

i have found a solution in the same file (BmEngine.ini) change MinDesiredFrameRate=35.000000 to MinDesiredFrameRate=62.000000

Resolution: 1600×900 (16:9)
Anti-Aliasing: (Medium)
V-sync and DirectX 11: Off
Graphics Settings: High

In the config file, there's an option hidden in the graphics menu that's available in the config file. That is Dynamic Lights, set that to 'false' and it should boost performance.

i installed and ran this and arkham asylum without any lag. after reinstalling my os i installed and ran these two games i got so much of lag. not sure of the reason, im gonna try this, will keep posted

No need guys.. go to "Batman Arkham City GOTY" folder then "BmGame" then "config" and open up DefaultEngine in notepad and find the following: MaxDeltaTime=. You should see it highlighted and next to it a decimal. Change the decimal to 0. Now save the document and play! You will notice it is not in slow motion anymore and it plays like a normal game!
