This is all just a theory.
There are several places, with language exchange opportunities, at which I was and nobody desired to start conversation with me.
Only "person" with which I can talk is the google-translate.
Jus it helps me to fix my errors and only it helps me with my english, but doesn't those native speakers.
As in here too, I think.

How manny languajes do you speak?

To be honest, if your English is not good enough, I don't recommend you practice with native speaker in foreign country. Maybe you would find that the fact is except sales and clerks, no one want to repeat twice even more. It might destory your confidence to speak foreign languages.
