It really does bother me that Heavy Containment is closer to the surface than Light Containment, but with this you gotta have video game logic. You have to start out in Light Containment and make your way through the harder stuff (Heavy Containment) before reaching the end.

I mean, the security risks can basically be explained easily.
From my research, i have concluded that SCP: CB takes place somewhere in the 90s.

heavy containment is in the middle if it was on the other side they could just bust through a wall to escape

SCP-173 moves as high speeds meaning that it can go anywhere in just a few seconds as long as nobody was staring or blinking at it

SCP-173 is Euclid class, the reason why it is in light containment is because it cannot break out easily.

079 is in keter because it is extremely dangerous, once he got control of the facility, he released all the SCP’s so that he could upload his consciousness to a better PC.

We are 100% sure that the body that fell out of the celling is Maynard because there is a paper for his office door code that can be fount and accessed by.

Classifications are for how hard they are to contain, not their danger. There’s a new classification system known as ACS which includes Containment class, Disruption class, and Risk class and the last square is secondary such as Apollyon.

SCP-294 being in a cafeteria I think it's actually true because I heard that it used to be a normal vending machine if that's how it's even called in a place until they realized it was anomalous so they took it to the facility and put it in the cafeteria for personnel until someone wrote his name in the vending machine and it gave him a cup of well his body fluids like blood and probably sweat and again probably others and he fainted because of the loss of body fluids although he recovered they prohibited the further use of SCP-294 to normal personnel like guards or others. Instead they used SCP-294 for investigation.

So if 106 was released before the site wide breach why the hell did the foundation decide "yeah lets clean 173's containment during a breach".

Basically, SCP-294 is canonically held in a foundation break room in Site-19, this is because it can produce any liquid from seemingly nothing and it so happened to be the shape of a coffee vending machine you would see at a construction site, so they figured they would let personnel with clearance above level 2 access SCP-294

actually there is a conversation between a misterious person that says to scp 079 in which the misterious person gives the power to control the facility to scp 079 and the misterious person says to scp 079 '' now you can punish the ones that put you in this jail

There's actually a good explanation on why 173 is in light containment! The containment class does not refer to how dangerous an anomaly is but how easy it is to contain. So 173 is an extremely easy to contain scp requiring only cell maintenance to stay in containment. Where that computer (I can't remember the number) is actively trying to breach containment which means it's for heavy containment!

By SCP standards, 173 is easy to contain. But 079? A single network breach and it's loose for good. It belongs in heavy containment.

A thing that dont makes sense
If u drop a keycard in SCP-914 it upgrades but if u drop a wallet or a clipboard with a keycard in it. The keycard didnt upgrade.
