this is actually a comedy sketch it was just incredibly well acted

What you should have done is hire a PI to follow a staged actor who would have a different routine each day and would use pre-made scenes and tricks to confuse and loose the tail every single day. Stuff like himself entering a phone booth and never coming out, or his car disappearing, or him unexpectedly or covertly getting out of a car and then never returning to it. Maybe some doubles swapping around or just entering the crowd with him to make tracking the dude harder. Just try to make the life of that PI as confusing and insufferable as possible, and then get a report out of him or have him secretly filmed the whole time :D
