Do you have to finish the quest to get roka or it’ll spawn even tho if you didn’t do the quest

Idk if mine glitched but mine auto completed the garden storyline and I don’t have a keycard, is there anyway to fix this?

Are there any requirement? Like do I need anything to enter because I’m new
