The tool does work on Ventura, I don’t have any devices that are on iOS 7 but I have used it to back up blobs and restore two iPhone 5’s and two 5c’s to the firmware they had just been running (iPhone 5’s had 8.1.3 and 9.3.1, iPhone 5c’s had 8.3 and 9.3.2).

Tried downgrading iPad 3 using Legacy iOS kit but keep saying
“Could not open device in restore mode”
