idea: what if you tried out different spectator mode gamerules and other things (they could probably help, and i think there are 3-5 of them)

Have you tried april fools snapshots? Maybe you can find something there that may cause ender dragon to die with another way. I didnt do research but rvery april fools update for the last years are crazy and has game breaking mechanisms which you can use.

I know why it doesnt put in the portal but i dont know how to fix it.
The portal is like the spawner so if u want it to acctivate then u need to tell the game to update (not literally) and to do that try to go in creative and see if it has worked. If it has then my theory is right. If it isnt then i just spent 5 minustes of my life brainstorming something that doesnt work.

i think i know what to do. i found a reddit page saying that if you go to the end, leave as soon as you get there, the game will think you killed the dragon and open the portal, but im not sure which version/spanshot you can do it in. this might seem dumb but its a theory. also somehow you could do entity cramming because the part where he accidentaly duplicated the dragon made me think you could put a lot of dragons in one spot and kill them that way. i'm not really sure aboutt my ideas because i didn't test them.
