why not an anchor inside of a button? unless there is a serious a11y problem that can take MORE code to fix, this solution looks more expensive and error-prone.

May I suggest an addition when the number of images is non-trivial - like in a gallery browser with a a variable number of images? I'd put the <img> and <button> "tuple" in a HTML template.
You'd have to "fetch" the (thumbnail) filenames from a server and then generate the page using the template. Once done you'd run your script.
