Since Josuke can't use Go Beyond, the only characters that can canonically defeat him in this game are Johnny and Gyro. Maybe Valentine with Love Train.

Though, I wonder if Kira could use Bites the Dust on him without it counting as pursuing him.

Honestly, if they gave WOU a moveset similar to Asuka R# from Guilty Gear Strive where he has a "Deck" of calamities that swap in and out it would have been pretty cool
