Simplest way for me seems to be
solution<-subset(USArrests, Murder<=quantile(USArrests$Murder, 0.25))

A combination of sorting and subsetting of data dealt with in two separate variations. In one of them you are allowed to sort and select the data with row positions changed. In the other on you are allowed to only select the data and get the observations without interchanging the original positions.
