Exploring the Panels workspace | Adobe Premiere Pro

An the very top, where it has assembling, editing, effects, audio etc, it's doesn't come up for me. What's it called, is there a way to bring it up? I have customize my workspace, so it doesn't come up

Is it possible to have two timeline panels?
