Quite simple ocean is not a soup as it contains bacteria, viruses, paracite, Animal fecies and etc. Soup is suppose to be eatables which mean no micro organisms.

Seaweed aren't vegetables. A vegetable is an edible part of a plant. Whether they are edible or not I don't know, but seaweed aren't plants. They are algae.
