Block inbound connections windows firewall, Remote Desktop , RDP , SMB 139, 445, 3389

Windows 2000 Server does not have a firewall. How to I set inbound and outbound rules in Windows 2000 Server

Is there a way to allow certain IPs to access the blocked ports? Would I just make another rule?

I'm building a server and want it public but only accessible by certain systems for testing etc.

how come that port 445 is still listening?
