Was there a "singular" at all, or were it all "plural" after the comma?

"Inversion" in subordinate clause like this:-

This is the time when "there" is my bike.

Q1) in Inverted Sentence :-
Is "THERE" word still adverb of place

Why does not THERE become SUB? The reason is "THERE" must Function as "SUB" as "is and are" Function as " PRED" and The Singular or Plural that Follow after "PRED" (IS and are) Function as COMP.
