Is $400 for i5-9400f and GTX 1650 worth it?

The only thing I wish my Core i5 9400F had was the VC1 encoder embedded in the disabled GPU. I got my CPU used for $150 CAD shipped.

Its an f processor means it don't have integrated graphics ..its not k means it can't b overclocked ..so why its written upto 4.1ghz ? (About it i5 9400f )

I was on a budget. I listed these parts for my pc assembly
Motherboard: Gigabyte H310M
Processor: i5-9400F
GPU: Nvidia GTX1660 6GB
RAM: 16GB 2440Hz
Is this build decent for livestreaming my games? Games like Dota, and NFS Heat etc.
Also, would it be able to handle 3d modelling? For art purposes.
I had told the specs to my 2 friends and they were very disappointed in the specs, so I'm feeling very skeptical now about my decision. They suggested AMD but I was only familiar with Intel only so I went with it.
