This is a perfect example of why minors cannot give consent, yes older kids will be much better in reasoning, but when someone says your brain hasn't developed yet it's because it's true. You may not realize it but a lot of proper thought processes aren't there yet even at 17 or 18. Once you hit 25 you look back at 18 and see someone who really had no real understanding of anything he was doing.
