First off, he kept it short, so I understand like he wasn't giving a detailed discussion about it but how he described 5.56 on armor is completely wrong and someone who doesn't know any better wouldn't know.
Level 3 AND level 4 armor plates will stop 5.56x45.
Level 3 armor plates usually are steel although I'm sure you can find ceramic ones.
CERAMIC armor plates are the ones that fracture and lose strength as they are shot rapidly. The trade off is weight. Ceramic is significantly lighter weight than steel. But Steel is far more durable.
For example, Level 3 plates will stop up to 90ish rounds of direct impact 5.56x45 at close range using M855 (Green tip) ammunition before shit starts to get through. Ceramic, unless your buying some next level super expensive elite shit is not going to stop near as many rounds, but it'll stop multiple hits still more than likely. Ceramic also does good about catching the round and not sending fragments at the shooters face. But good plates with good spawl protection surfaces are gtg if you can handle the weight.
Level 4 armor wipes its ass with 5.56x45. Even m995 which is actually meant for blowing into light armored vehicles and shit like that. Level 4 armor plates especially steel plates are going to stop anything up to 30-06 AP rounds multiple times. Ceramic level 4 is going to shit on M855 and even m995 is going to have trouble getting through level 4 ceramic armor. Certainly not first round. The problem is 5.56 is just a super lightweight round. Its armor penetration capabilities are very low. But Ar-15's make up for that by being very flat shooting and they smoke you between the eyes at 300 yards pretty easily. making armor irrelevant I suppose.
